When Is The Next Exam?

What Are The New Rules?

IBPS PO 2013 common exam notification is to come out with changes proposed by the Government of India.In October 2012 the ministry of finance had sent letters to IBPS & public banks detailing the new rules 

 

Some of the important points in that communication were:

  • Agelimit: 20 – 28 years (PO & Clerk) for general category
  • Education: 60% marks in graduation for PO & Pass in degree for clerical

These conditions could feature as part of the new eligibility criteria for IBPS PO CWE 2013 because the institute had already implemented them for clerk common exam concluded recently.

Two common exams for PO/MT posts have taken place so far on September 2011 & March 2012.

The Combined Graduate Level (CGL) Exam is being held by SSC for group B & C cadre posts.The year 2013 shall see govt. departments below create vacancies:

Gr. C posts comprise of Auditor, Accountant, Upper division clerk, Tax assistant, Compiler etc., with payscale of Rs.5200 – 20200

 

Eligibility conditions:

The criteria set for appearing in CGL exam are minimal and easily understandable such as:

 

Statistical investigator: * Age should not exceed 26 years

* Degree in statistics/ maths/ economics/commerce with statistics or related branch as a paper)

 

All other positions require graduation from a recognized university (pass in degree) as on January 1, 2013 and Aged between 18 – 27 years

 

Relaxation in max age for OBC – 3 yrs, SC/ST – 5yrs, PH – 10 years (refer notice for detailed limits)


Selection procedure:

Since the combined graduate level examinations are competitive, multi-tier testing is implemented.

 

Tier I exam is common for all positions which comprises of four papers,

General reasoning, General awareness, Quantitative aptitude & English comprehension

While the duration of test is 2 hours each section carries maximum 50 marks totaling 200.

 

Tier II scheduled in June will have 3 papers – Quantitative abilities, English language & Statistics, each carrying 200 marks.

 

Based on the results, candidates would be shortlisted for Interview/ Skill test / Computer proficiency etc according to their post.

Who Can Apply For Bank Exams In 2013 [New Rules Explained]

A committee under the chairmanship of Dr.A.K.Khandelwal (former MD,Bank of Baroda) was setup in the year 2009 to study the HR issues in public sector banks.

 

The submitted report contained 105 recommendations & most of it was accepted by Govt. Of India.A notification was also sent to all public sector banks in October 2011 for executing the aforesaid.

 

In the same year, common written examination (CWE) for banking jobs were introduced. But candidates were not happy with the selection process & many complaints were forwarded to various officials.

 

Govt Initiates Makeover!

In a communiqué dated Oct 2012 the ministry gave its approval for certain measures (published on their website) 

Here are the new eligibility conditions for those looking to register for IBPS common bank exams.

 

  • Age limit for clerical & PO cadre shall be the same. Minimum: 20; Maximum: 28 years (relaxation in max. age for sc/st/obc/PWD/EXS as per current rules)

  • The min. educational qualification for clerk: Graduation & for PO`s: Graduation with 60%

  • Literacy in computers in compulsory for both cadres.The applicant must either have a certificate in computer operations OR should have comp.sci./IT as a subject in school/college.

  •  

    Although aspirants could be surprised, the criteria are inline with the recommendations of khandelwal committee.

     

    When is the Implementation?

    With new criterion in place the next question in mind would be related to its enforcement.

    On raising this query to a senior official at IBPS, he said ‘This is a government directive & we will abide by it.’

    Institute of Banking Personnel Selection had invited applications for the forthcoming clerical common exam with these recent eligibilities only. So it has already come into force.

     

    Regarding the conditions for officer posts, he replied ‘They will be effective from next PO exam

     

    Few more amendments have been made in addition to the above.They include arranging common interviews & conducting of common exams once a year.


    SBI & Public Banks to fill 63200 Vacancies by Mar 2013, says FM

    Institute of Banking Personnel Selection (IBPS) has been designated by the govt. to conduct examinations & publish results on behalf of 20 PSBs.

     

    But the country largest bank, SBI & its 6 associates does not participate in this procedure and continues with its own recruitment drive.

     

    63000 to be recruited

    On November 15 Finance Minister Shri.P.Chidambaram met the heads of public sector banks to review their financial performance.

     

    At the press conference, he shared some important details about the upcoming recruitments in govt. owned banks.Here are some highlights from his speech,

    • At the end of last financial year, there were 84,489 vacancies in total
    • Of this, 63200 posts would be filled this fin.yr (within March 2013)

    It has to be noted that approx. 22,000 officer seats were advertised across 19 banks till August for qualifiers of IBPS CWE 2011.

     

    Similarly PSU banks shall hire 22000 PO & 20000 clerical level staff through common exam 2012 passouts.

     

    SBI Recruitments in 2013

    IBPS to Conduct Common Bank Exams Only Once a Year

    The change approved by Department of Financial Services (Ministry of finance) has also been notified through a letter sent to IBPS, IBA and CEO`s of banks participating in this selection process.

     

    As per it, Institute of Banking Personnel Selection (IBPS) will be conducting common written examinations once a year for PO and clerk level jobs hereafter.This was also confirmed by BankExamsIndia.com with Prof.A.K.Konar (Division head, IBPS)

     

    This move shall put more pressure on aspirants preparing for upcoming bank exams as those failing in CWE will have to wait for the next year before reappearing.Even those passouts need to qualify in a common interview for securing appointment in any one of the 20 PSB`s.

     

    Just like a coin, every decision has two sides.While it could affect some there are certain advantages attached to this new plan,

    • Reduces overlapping - qualified candidates need not fear of next batch taking away their chances.
    • Vacancies announced for an year shall be filled with qualifiers of that specific year assuring employment for maximum.

    The examinations were previously advertised as an event to be held twice a year.But the recent clerical CWE notification from IBPS does not mention this line, indicating the things to come.

     

    Therefore the next common tests could well take place in June 2013 (PO) & December 2013 (clerks).

    State Bank of India Planning To Fill 20000 Vacancies Soon

    What is pushing the state bank group to increase its headcount at an such an aggressive pace? Following are the reasons

     

    Retirements:This is one of the main issues faced by all govt. owned banks & state bank of India is no exception.Around 80,000 current employees will be retiring in next 5 years, says the MD.

     

    Expansions: As on June 2012, SBI has 14127 branches. To maintain its dominant position, the banking major is to add 1200 branches (with atleast 700 in urban/metro areas) this year & new recruits will be needed for these locations.

    “Among 19 public sector banks around 19,000 officer jobs were created during the last 6 months & an equal amount of clerk vacancies have been announced.

     

    But (as per industry estimates) with 30-40% of current workforce retiring within 2015 approximately 4 lacs new positions have to be created.

     

    So there are immense opportunities for those aspiring to join banking sector”

    Bank Jobs may soon have Common Interviews; Govt. Steps In


    common-interviews-for-bank-jobs Common interviews for public sector bank jobs may soon become a reality if a recent news report is to be believed.A lot has been written about the selection process followed by banks to fill their vacancies.To cut down on the time taken by public sector banks to fill vacancies, the Ministry of Finance under Govt. of India decided to introduce a common written exam for entry level bank jobs.

     

    Institute of Banking Personnel Selection (IBPS) was bestowed with the task of conducting, publishing & sending scorecards to those who qualify in the CWE.

     

    Using these scores a candidate can apply to any of the 19 public sector banks & directly appear for an Interview.

     

    Young graduates were overwhelmed to know about this as it replaced the numerous bank exams that one has to sit for each PSB

     

    But what was touted as a boon by aspirants turned sour within no time when all banks started to call the same set of candidates for Interviews, as they were within a specific cutoff score range.

     

    Ministry of Finance pitches for common interview

    The business newspaper livemint.com reports of gathering these info from people within the ministry.It says,

    The finance ministry, in consultation with state-owned banks, is considering a centralized interview for all candidates who clear the written exam.

    Currently the personal interviews are conducted by each bank based on applications received from eligible candidates.Since top scorers apply for all banks, the same set of people are shortlisted in all banks leaving others nil chance.

     

    The website reports of officials divulging the following information,

    * Banks have agreed to this proposal during the preliminary discussions.The details are to be finalized after further consultations.

     

    * Along with external experts, banks officials will conduct a common interview that would be attended by qualified candidates

     

    * A final merit list shall be released

     

    * Depending on merit, applicants will be given an option to choose their bank

     

    Though 1.1 lakh people have cleared the tests & 20,000 PO vacancies created till July -many banks are not able to fill in entirety due to multiple selections.This is the reason for second lists being seen recently.

     

    It has only created a feeling of uncertainty among candidates who were not able to appear for even a single interview inspite of securing decent scores.

     

    Graduates only for banking jobs

    We had already reported few months back of a meeting between IBPS & banks wherein both parties decided to follow uniform education qualifications.

     

    The minimum education for the last common exams by IBPS was set at graduation for PO & std.XII for clerks

     

    Inline with the recommendations of Khandelwal committee, finance ministry seems to have fine-tuned this & is looking to fixing the below qualifications,

    • Graduation necessary to apply for clerical exam/ posts
    • Graduate degree with 55% marks for PO level exam & jobs

     

    Interestingly, the unions are already registering their protests on various occasions against the govt.`s move to increase eligibility for clerical posts.

     

    Hope at last?

    The department which set the common banking exams rolling in 2011 has entered the scene now.

    Will their combined efforts with PSB`s bring more clarity in the selection process of bank recruitments? – It will be known in the next few weeks when an official announcement is made.

    At the same time, adequate safeguards for IBPS CWE PO 2011 qualifiers must be thought for they have been in waiting for too long & more delay will see their scores expire!

    The history of Institute of Banking Personnel Selection dates back to 1984, when it was established as an independent organization.A governing board consisting of officials  from RBI, Ministry of finance & various public sector banks control the policy matters of the institute.

     

    In 2010-11, IBPS had screened over 10 million candidates for admission to academic institutes and diploma certification.

     

    Change of guard

    Mr. Bhattacharya has 38 years of experience in banking sector & has held various positions across the board including chairman of Bank of Maharashtra from Oct 2010 to Jan 2012.

     

    Record applicants

    Mr.M.Balakrishnan, (former MD, Bank of India) was the director of IBPS since 2008. It was during his tenure, the 1st common admission examinations for PO, clerk & specialist officers were conducted that recorded over 50 lakh registrations.

     

    The exams held in numerous cities across India saw results followed by scorecards issued to qualified people within 3-4 months.

     

    These tests were jointly proposed by the Govt. of India & public sector banks in the year 2011 to minimize the recruitment time.Today, it enables candidates to apply for their desired bank directly without the need to appear for individual test sessions.
