Be any Job , If you see the Latest Examination Passed, they take that Latest Examination into consideration and not your previous UG percentages
If you have passed Masters and you are still Ineligible to apply because in Graduation you have scored less than 60 % even though your marks are above 60 % in Masters.
But some Organisation believe in Graduation as cut off as those with Masters can apply else where.
Now a person cannot argue on the above but due care needs to be taken in the Future that Masters Degree is above Graduation Degree and people should be encouraged to apply.
Also , if you see a cut-off in Age, Many government jobs have limits at 28, 30 Years on a maximum.
Now if Another Recession(2008-2009) strikes then people should not question that why is this In equality.
If you see the parameters for improvement then do change it.
I have seen many Future aspirants who want to apply but they skip because of the Impediments related to Age and Qualification.
